The manual is intended for developers, contractors, and engineering consultants. It sets clear expectations and technical requirements to ensure consistency and efficiency throughout planning, design, and construction phases while prioritizing safety.

The document covers several critical areas including land division, roadway design, traffic engineering, environmental analysis, and utility management. It also details standards for grading control, landscape irrigation, and right-of-way access management.
